832.05 REPORTS BY POLICE DIVISION AND PLANNING COMMISSION; PUBLIC HEARINGS.
   (a)   Reports Required. The application shall be forwarded, respectively, by the City Clerk, to the Police Department and the Planning Commission, which shall investigate and report to Council.
   (b)   Police Division. The Police Department shall investigate the reputation of the applicant and all disclosed parties in interest, especially with reference to their record of possible law and ordinance violations and conviction records.
   (c)   Planning Commission. The Planning Commission shall conduct a public hearing after notification to all owners of property, as disclosed by the last assessment roll, within 1,000 feet of the proposed location. The Commission shall determine whether or not such use is contrary to the spirit and purpose of the Zoning Code or objectionable to the owners of adjacent properties. If such contemplated use is within 1,000 feet of any boundary of the City, such notification of hearing shall include a notice to the Planning Commission of the adjoining community with a request for an expression of opinion from such body. The findings and determination of the Planning Commission shall be certified to Council by its Chairperson.
