(a) Whoever violates any provision of this chapter shall be responsible for a Municipal civil infraction and shall be fined fifty dollars ($50.00).
(b) Whoever violates any provision of this chapter, and who has been found to have violated any provision of this chapter within the 180 days preceding the date of the instant violation, shall be guilty of a misdemeanor and shall be subject to the penalty provided in Section 202.99.
