As used in this chapter, "casual sale" means a basement sale, garage sale, rummage sale, yard sale, attic sale, flea market sale, lawn sale and any other sale of tangible personal property, whether new, used, secondhand, damaged or discarded and not otherwise regulated, including, but not limited to, clothing, household effects, tools, garden implements, toys, recreation equipment and other similar personal property, advertised by any means whereby the public at large is or can be aware of such sale. Such sales include sales that are open to the public and conducted from or on residential premises for the purpose of disposing of personal property.
