(a) The City Manager shall appoint a Superintendent of the Water and Sewer Department, by and with the consent of Council, upon the effective date of this chapter (Ordinance 5, passed June 17, 1952), who shall hold office at the pleasure of the Manager with the consent of Council.
(b) The Superintendent is hereby charged with the complete operation of the Department and the enforcement of all of the provisions of Chapter 1040 of the Streets, Utilities and Public Services Code.
