For the purposes of this chapter:
(a) “Garbage” includes all putrescible wastes except sewage and body waste, including vegetables and animal offal, but excluding recognizable industrial byproducts.
(b) “Refuse” or “rubbish” includes nonputrescible nonliquid wastes such as ashes, cinders, tin cans, glass bottles, rags, waste paper, wood and paper boxes, grass, tree and shrub trimmings. Dead trees, tree limbs, trunks or stumps, large household objects, bricks, concrete, plaster or other refuse from construction, remodeling, or repairing of buildings or grounds are not considered to be rubbish of the type to be collected under Sections 961.03 and 961.06.
(c) “Subscriber” means any householder within the City who authorizes the collection service at his or her domicile.
(d) “Householder” means the head of a family or one maintaining his or her separate living room or quarters in the City and shall include owners, tenants and occupants of all premises upon which garbage or refuse, or both, are created.
(e) “Contractor” means the firm which holds the franchise for garbage and refuse collection within the City.
