Whenever a licensee shall for a period of sixty days fail to make a reasonable or consistent effort to operate any such taxicab or taxicabs the Mayor may suspend or revoke such license pursuant to the provisions of Section 731.07. This power to suspend or revoke shall not limit the powers granted to the Mayor elsewhere in this chapter.
