A peddler's, solicitor's, hawker's or street vendor's license may be granted by the Mayor when, after investigation, it is found that the applicant is to engage in a legitimate business; that the reputation of the applicant warrants the issuance of a license and that the issuance of the license is not a detriment to the City or the inhabitants thereof.
