(a) Philosophy. The City of Wauseon recognizes the individual contributions made by each of its employees in providing services to the public. It is the City’s intention to compensate its employees in a fair, equitable and competitive manner for those work efforts by utilizing a comprehensive plan which recognizes and rewards both individual performance levels and longevity of services, within practical budgetary constraints.
(b) Compensation Plan. City Council shall adopt, by resolution, a Compensation Plan which shall apply to all employees not subject to a collective bargaining agreement. Such Compensation Plan shall provide for periodic review of the Plan by City Council.
