The agreement between the City and the Northern Ohio Patrolmen's Benevolent Association, a true copy of which is attached to Ordinance 1986-28, and incorporated herein as though fully written, is adopted by the City as the agreement by and between the City and the Patrolmen's Benevolent Association. As such, the Agreement shall establish and control such relations between the City and the patrol officers of the City Police Department as are contained therein, as agreed by both parties thereto, and as are not otherwise established by or are in conflict with Federal, State, or local law, ordinance, or Charter.
