Existing footings and foundations need not be removed from a demolition site after a building is demolished when the following conditions exist:
(a) A new structure is to be built on the existing footings and/or foundations;
(b) Testing by a qualified testing lab certifies that the footers and foundation walls, piers and anchor bates comply with proper standards for structural integrity as set forth in the rules promulgated by the Administrator;
(c) Results of such testing are submitted in writing with the application for the building permit.
