No permit for the demolition of a structure shall be issued until the following actions have been taken:
(a) Applicant has provided proof that all utilities have been disconnected at the point of origin to the Administrator.
(b) The applicant has posted a performance bond in an amount to be determined by the Administrator which is sufficient to guarantee that all work required under this chapter shall be completed.
