Council may at its option grant an exception to the present policy against extending public utilities outside the corporate limits of the Municipality, in cases where a petition for annexation of territory in which public utilities are to be extended has been filed with the County Commissioners and it is reasonably certain that the territory will be annexed to the Municipality.
