142.07  PROCUREMENT MADE DURING CIVIL EMERGENCY.
   After proclamation of a civil emergency pursuant to Section 142.02, in the event the Municipal Administrator should determine in his judgement that the resources then available to the Municipality are insufficient for the proper protection of life or property and that the public peace, health, safety, and welfare require additional labor, equipment, and/or supplies to be procured in order to combat such civil emergency, he shall have the power to enter into contracts and incur obligations necessary to combat such civil emergency and provide emergency assistance to the victims of such.
   Such powers shall be exercised in the light of the situation without regard to time- consuming procedures and formalities prescribed by ordinance including, but not limited to, budget law limitations and requirements of competitive bidding and publication of notices pertaining to the performance of public work, entering into contracts, the incurring of obligations, the employment of temporary workers, the rental of equipment, the purchase of supplies and materials, and the appropriation and expenditure of public funds; provided that the Municipal Administrator shall wherever practicable, advise the Mayor and Municipal Council with respect to disaster response activities.
   All such procurements made or contracted for on behalf of the Municipality by the Municipal Administrator shall become the obligations of the Municipality.
