142.02  PROCLAMATION OF CIVIL EMERGENCY.
   Whenever in the judgement of the Municipal Administrator the imminent threat of a natural disaster or man-made catastrophe occurs and results in, or threatens to result in, the death or injury of persons or the destruction of property or the disruption of local government to such an extent as to require extraordinary measures to prevent the death or injury of persons and to protect the public peace, safety, and welfare; and alleviate damage, loss, hardship, or suffering, the Mayor, with the concurrence of the Municipal Administrator, shall forthwith proclaim in writing of the existence of a civil emergency.
   Such civil emergency shall cease to exist upon the issuance of a proclamation by the Mayor, with the concurrence of the Municipal Administrator, terminating same. Such proclamation shall be issued when such extraordinary measures are no longer required for the protection of the public peace, safety, and welfare.
