909.99 PENALTY.

(a) Whoever makes or causes to be made an opening pursuant to this chapter without having obtained a permit or otherwise violates this chapter, is guilty of a minor misdemeanor for each offense. Each opening made in violation of the provisions of this chapter shall constitute a separate offense.
