No person, other than the Public Works Director, or his or her authorized employees or agents, shall make any opening in any street, alley, sidewalk, or public way of the Municipality unless a permit to make such opening has been obtained prior to commencement of the work. All permits shall be obtained from the Public Works Director or his or her designee. The fee for each permit shall be as determined from time to time by Council.
