ORDINANCE NO. 2023 – 14
AN ORDINANCE AMENDING TITLE 5, CHAPTER 2, SECTION 1 “PARKING PROHIBITED IN SPECIFIED PLACES
 
NOW THEREFORE, BE IT ORDAINED by the President and the Board of Trustees of the Village of Waterman, DeKalb County, Illinois, as follows:
 
WHEREAS, the Village of Waterman, County of DeKalb, State of Illinois (the “Village”), is a duly organized and existing village created under the provision of the laws of the State of Illinois, and is now operating under the provisions of the Illinois Municipal Code, and all laws amendatory thereof and supplementary thereto, with full powers to enact ordinances and adopt resolutions for the benefit of the residents of the Village; and
WHEREAS, in order to provide for sufficient width of public streets for the passage of oversized emergency vehicles such as fire trucks, it may be necessary to restrict parking on certain streets and roads within the Village;
 
WHEREAS, Green Ridge Subdivision currently allows public parking on both sides of all streets;
 
WHEREAS, the parking of vehicles on both sides of streets in the Green Ridge Subdivision leaves insufficient room for emergency vehicles, a space less the eighteen feet (18’) and violates existing Village Code Section 5-2-1(e);
 
WHEREAS, it is in the best interest of the village to modify the Village Code to restrict parking in the Green Ridge Subdivision to promote public safety and to ensure adequate space on public streets for the passage of emergency vehicles;
 
NOW, THEREFORE, bit it ordained by the President and the Board of Trustees of the Village of Waterman:
 
SECTION 1. That Title 5, Chapter 2, Section 1 “Parking Prohibited in Specified Places” of the Village of Waterman Municipal Code is hereby amended to include the following:
   
5-2-1:
I.   Parking Restrictions in Green Ridge Subdivision.
Parking within the limits of Green Ridge Subdivision of Waterman, Illinois will be restricted to the South side of Wilson, Kennedy, Garfield, and Taft. East side parking will be restricted to Linden, Ginko, Fir, Cherry, Buckeye, and Ash.
 
Due to the need for accessibility to fire hydrants in the Green Ridge Subdivision on the north or west side of all streets, parking is prohibited on the north and west sides of streets respectfully.
 
The person parking any vehicle found illegally parked under this subsection shall be fined according to the following fee schedule:
 
First offense
$10.00
Second offense
$25.00
Third offense
$50.00
Fourth offense
$100.00
Fifth offense and each thereafter
$250.00
 
 
SECTION 2. This Ordinance shall be in full force and effective after its passage, publication, and approval as provided by law.

           I further certify that on November 14 th , 2023, the Corporate Authorities of such municipality passed and approved Ordinance No. 2023-14, entitled, “Parking Prohibited in Specified Places”, which provided by its terms that it should be published in pamphlet form.
           The pamphlet form of Ordinance No. 2023-14 including the Ordinance and a cover sheet thereof prepared, and a copy of such Ordinance was posted in the Village Hall, commencing on November 14, 2023, and continuing for at least ten days thereafter.  Copies of such Ordinance were also available for public inspection upon request in the office of the municipal clerk.
