5-3-4: PARKING RESTRICTIONS:
No person shall park a vehicle at such places and during the times designated in this section:
   A.   Thirty Minute Parking:
      1.   No person shall park a vehicle for longer than thirty (30) minutes between the hours of six o'clock (6:00) A.M. and six o'clock (6:00) P.M., Monday through Saturday, on the following streets:
         The north side of East Lincoln Highway between North Elm Street and North Cedar Street in the areas designated for 30 minute parking
      2.   The person parking any vehicle found illegally parked under this subsection shall be fined the sum of five dollars ($5.00) for each offense. If the parking penalty is not paid within seven (7) days at the village hall, during business hours, the penalty shall be increased to twenty dollars ($20.00).
   B.   Parking During Snowfall; Snow Routes:
      1.   No person shall park any motor vehicle of any class on any street in the village after two inches (2") of snow has fallen, until such time as the snow has been plowed to the side of the street in the following locations which are designated snow routes in the village:
         Birch Street between Lincoln Highway and George Cies Way
         Cedar Street between Lincoln Highway and George Cies Way
         Lincoln Highway between the east village limits to the west village limits
         Any street in the village with curbing on both sides
      2.   Any vehicle found illegally parked under this subsection may be towed away under the order of either the police department or public works department, and in addition to the fine, the violator or owner of the vehicle shall pay any necessary towing and storage charges to the towing agency prior to regaining possession of his/her vehicle. Any vehicle assigned a tow order will be relocated to a designated area at Village Hall.
      3.   The police department may issue tickets for parking violations of this subsection; however, no snow parking tickets shall be issued between nine o'clock (9:00) P.M. and four o'clock (4:00) A.M. if snow commences after nine o'clock (9:00) P.M. and accumulates to two inches (2") or more before four o'clock (4:00) A.M.
      4.   The person parking any vehicle found illegally parked under this subsection shall be fined according to the following fee schedule:
 
First offense
$25.00
Second offense
$50.00
Third offense
$100.00
Fourth offense
$200.00
Fifth offense and each thereafter
$500.00
 
      5.   Liability for the village shall be limited by the Illinois tort immunity act.
   C.   Handicapped Parking: In accordance with section 5-2-3 of this title, the following stalls are designated as handicapped parking stalls:
      215 West Adams Street (municipal building)
      Cedar at George Cies Way
      Northwest corner of the municipal parking lot located at the corner of West Lincoln and North Elm
      Southwest corner of the municipal parking lot located at the corner of West Lincoln and South Birch
      Three (3) far west parking spaces in parking lot located in Waterman Lions Community Park
   D.   No Parking Any Time:
      1.   In accordance with this section, no person shall park a vehicle at any time on the following streets:
         George Cies Way from Elm Street west to the west side of the post office
      2.   In accordance with this section, no person shall park a vehicle at any time in the following area:
         East side of the Waterman Lions Community Park shelter house
      3.   The person parking any vehicle found illegally parked under this subsection shall be fined the sum of ten dollars ($10.00) for each offense. If parking penalty is not paid within seven (7) days at the village hall, during business hours, the penalty shall be increased to twenty dollars ($20.00).
   E.   No Parking During School Functions:
      1.   In accordance with this section, except for persons who reside in homes adjacent to the prohibited areas, no person shall park a vehicle during school functions on the following streets:
         East Garfield from North Hickory to Walnut
         East Garfield from Walnut to Linden
         Kennedy from Walnut to Linden
         North Maple north from East Garfield
         North Oak north from East Garfield
         Walnut from Wilson to East Garfield
         Wilson from Walnut to Linden
      2.   The person parking any vehicle found illegally parked under this subsection shall be fined the sum of ten dollars ($10.00) for each offense. If parking penalty is not paid within seven (7) days at the Village Hall, during business hours, the penalty shall be increased to twenty dollars ($20.00). (Ord. 2016-04, 8-23-2016; amd.
