(A) All householders receiving and requesting garbage pickup and sanitary disposal shall be charged by the Town Clerk or his designee and those householders shall pay for such service quarterly in advance until further order of the Town Council.
(B) The attraction, accumulation, and/or breeding of flies and rodents; odors; and unsightliness during the storage, collection and/or disposal of garbage and rubbish as determined by the Town Council or the proper health authorities shall constitute a violation of these regulations.
(C) These rules and regulations shall not apply to any slaughter house, canning factory, fertilizer plant or similar business concerns shall, by license or permit issued by the Town Council, collect and dispose of all waste by-products, garbage and refuse by private contract or otherwise.
