11-3-4: SIGNING AND RECORDING OF PLATS:
   A.   Signing Of Plat:
      1.   When contract and waivers are required, the mayor and city clerk shall endorse a resolution approving said plat after the contract and waivers have been approved by the city council and all the conditions of the resolution pertaining to the plat have been satisfied.
      2.   When installation of improvements is required, the mayor and city clerk shall endorse a resolution approving said plat after all conditions of the resolution have been satisfied and all improvements satisfactorily completed. There shall be written evidence that the required public facilities have been installed in a manner satisfactory to the city as shown by a certificate signed by the city engineer and city planning director that the necessary dedication of public lands and improvements has been accomplished.
   B.   Recording Of Plat: It shall be the responsibility of the city planning director or his appointee to accompany the developer's agent to file the plat with the county recorder of deeds' office. Simultaneously with the filing of the plat, the city planning director shall record the agreement of dedication together with such legal documents as shall be required to be recorded by the city attorney. This recording shall be accomplished in a time period to be determined by the developer, however, not to exceed nine (9) months from the date of city council approval.
   C.   Sectionalizing Major Subdivision Plats: Prior to granting final approval of a major subdivision plat, the planning, programming and zoning commission may permit the plat to be divided into two (2) or more sections and may impose such conditions upon the filing of the sections as it may deem necessary to assure the orderly development of the plat.
