11-1-5: JURISDICTION:
   A.   These subdivision regulations shall apply to all subdivisions of land, as defined herein, located within the corporate limits of the city, or within the two (2) mile extraterritorial review area established by Iowa Code and city ordinance.
   B.   No land shall be subdivided within the corporate limits or the two (2) mile extraterritorial area of the city until the following conditions are satisfied:
      1.   The subdivider or his agent shall submit a preliminary plat of the parcel to the planning, programming and zoning commission;
      2.   Obtain a recommendation of the preliminary plat by the planning, programming and zoning commission and approval of the preliminary plat by the city council;
      3.   The same process as outlined in subsections B1 and B2 of this section is completed for the final plat of said parcel; and
      4.   The approved final plat is filed with the county recorder.
   C.   No building permit or certificate of occupancy shall be issued for any parcel or plat of land which was created by subdivision after the effective date of, and not in conformity with, the provisions of these subdivision regulations, and no excavation of land or construction of any public or private improvements shall take place or be commenced except in conformity with the regulations.
