The purpose of this chapter is to allow the operation of off road utility vehicles (ORVs) on certain streets and alleys for the purpose of snow removal, lawn care, landscaping, gardening, construction, maintenance, farming, functions related to emergency services, and parades within the city of Waterloo as authorized and pursuant to section 321.234A and chapter 321I of the code of Iowa, as amended from time to time.
