2-14-2: COMPOSITION AND MEMBERSHIP:
   A.   Composition: The board shall consist of one resident from each of the section 8 and public housing programs; and all members of the city council for a total of nine (9) board members. The two (2) members from the public housing authority (PHA residents) shall be appointed by the mayor subject to approval of a majority of the city council.
   B.   Term Of Office: Resident members of the section 8 and public housing program shall serve two (2) year terms. No resident member of said board shall serve more than two (2) consecutive terms and shall not be reappointed to a third term unless the member has not served on any board or commission of the city for a minimum of one year before he/she is reappointed to any board or commission.
   C.   Filling Vacancies: If any member from the board shall leave for any reason, the mayor shall appoint a successor subject to approval of the city council.
   D.   Compensation: All members of the board shall serve without compensation except for their actual expenses, which shall be subject to approval of a majority of the board.
   E.   Organization: The Waterloo housing authority shall annually elect, at its first regular meeting held in the month of July, one of its members to act as chair of the board, and another member as vice chair, who shall perform all of the duties of the chair during her/his absence, and a third member as secretary.
   F.   Rules And Regulations: The board shall adopt such rules and regulations governing its organization and procedures, as may be required by local, state and federal laws.
   G.   Committees: The board may establish any committee deemed necessary for the execution of its powers or duties as permitted by local, state and federal laws.
   H.   Unexcused Absences: Any board member who misses more than three (3) consecutive meetings without a legitimate excuse may be recommended by the executive committee (chair, vice chair and secretary) to the mayor for removal. (Ord. 4530, 12-3-2001)
