SEC. 402.   PARADES.402.   PARADES.
Circus parades shall be permitted only with the approval of the Mayor and Chief of Police who shall prescribe the streets which may be used. Circus vehicles, except in parades, shall not be drawn over streets paved with soft materials whenever a hard top street can be used.

Other parades and processions may be held with permission of the Mayor under such rules as the Chief of Police may prescribe but information regarding the nature of the same shall be given to such officers in advance.
SEC. 404.   DRIVING THROUGH PARADES.404.   DRIVING THROUGH PARADES.
Vehicles shall not be driven through a parade or procession without permission of a police officer.
SEC. 405.   REPAIRING VEHICLES ON STREETS.405.   REPAIRING VEHICLES ON STREETS.
No person shall repair or cause to be repaired any vehicle in the streets or alleys, except in cases of emergency.
SEC. 406.   PUTTING GLASS, ETC. ON HIGHWAY OR STREETS.406.   PUTTING GLASS, ETC. ON HIGHWAY OR STREETS.
A person shall not throw or deposit upon a highway any glass bottle, glass, nails, tacks, wire, cans, trash, garbage, rubbish, litter, offal, or any other debris. A person shall not throw or deposit upon a highway a substance likely to injure any person, animal, or vehicle upon the highway. A person who violates this section commits a misdemeanor punishable as a scheduled fine of Thirty-five Dollars ($35.00). (Ord. #4247, 8/18/97; ’99 Rev.; Ord. #4552, 5/20/02) [Ref. Iowa Code §321.369]
SEC. 407.   REMOVING INJURIOUS MATERIAL.407.   REMOVING INJURIOUS MATERIAL.
Any person who drops, or permits to be dropped or thrown, upon any highway or street any destructive or injurious material and other material as defined in Section 406 shall immediately remove the same or cause it to be removed. SEC. 408.   CLEARING UP WRECKS.408.   CLEARING UP WRECKS.
Any person removing a wrecked or damaged vehicle from a street shall remove any glass or other injurious substance dropped upon the street from such vehicle. [Ref. Iowa Code §321.371]
SEC. 409.   UNATTENDED MOTOR VEHICLE.409.   UNATTENDED MOTOR VEHICLE.
No person driving or in charge of a motor vehicle shall permit it to stand unattended without first stopping the engine, or when standing upon any perceptible grade without effectively setting the brake thereon and turning the front wheels to the curb or side of the street or highway. SEC. 410.   VEHICLES NOT TO BE DRIVEN ON SIDEWALKS.410.   VEHICLES NOT TO BE DRIVEN ON SIDEWALKS.
The driver of a vehicle shall not drive within any sidewalk area except at a permanent or temporary driveway.
