The Department of Engineering shall have the following powers and duties:
(A) Developing long range capital improvement plans and budgets;
(B) Designing, managing, and inspecting construction projects;
(C) Maintaining maps and records of the city’s infrastructure;
(D) Conducting land surveying duties;
(E) Issuing street opening permits;
(F) Assigning house numbers;
(G) Approving and inspecting building permits in regard to impacts on the city’s infrastructure;
(H) Reviewing, approving, and inspecting public and private improvements for land development projects;
(I) Operating and maintaining the city traffic signal system and maintaining road striping and traffic signs;
(J) Addressing citizen concerns with regard to engineering and/or infrastructure issues;
(K) Marking out “Call Before You Dig” for storm sewers and providing services to all other city departments as requested;
(L) Managing the city’s stormwater management plan;
(M) Engaging in procurement consistent with this code;
(N) Developing annual departmental operating budgets;
(O) Advising various boards and commissions; and
(P) Such other powers and duties as were conferred upon the Bureau of Engineering prior to the effective date of this section.
