§ 31.270 TERMINATION OF AUTHORITY GRANTED BY PRIOR DESIGNATIONS.
   (A)   Naugatuck Valley Development Corporation (NVDC).
      (1)   Any and all authority previously granted by the Board of Aldermen to the Naugatuck Valley Development Corporation authorizing it to develop and administer the Information Technology Zone pursuant to Conn. Gen. Stat. § 12-65b is hereby terminated upon the effective date of this section, except that this section shall not terminate or amend, and the NVDC shall retain, such authority that it requires to continue and/or complete any outstanding city projects or functions that the Board of Aldermen shall by resolution designate for continuation and/or completion by the NVDC.
      (2)   Any such city projects or functions presently under NVDC control not so designated for continuation and/or completion by the NVDC shall be undertaken and completed by the WDC. In furtherance hereof, the WDC shall succeed to any and all right, title and interest which the NVDC may have in and to any contract and/or property, real or personal, tangible or intangible, and shall further succeed to any and all liabilities which the NVDC may possess, known or unknown, actual or contingent, which are not the result of negligence or error or omission on the part of the NVDC, related to city projects or functions not so designated for continuation or completion by the NVDC.
   (B)   Office of Housing and Neighborhood Development (OHND).
      (1)   Any and all authority previously granted by the Board of Aldermen to the Office of Housing and Neighborhood Development designating it to act on behalf of the city as the Housing Site Development Agency pursuant to Conn. Gen. Stat. § 8-216b and the Community Development Agency pursuant to Conn. Gen. Stat. § 8-169b(c) is hereby terminated upon the effective date of this section.
      (2)   The WDC shall succeed to any and all right, title and interest, which the OHND may have in and to any contracts and/or property, real or personal, tangible or intangible, and shall further succeed to any and all liabilities which the OHND may possess, known or unknown, actual or contingent, relative to OHND's operation as the Housing Site Development Agency and the Community Development Agency of the city.
      (3)   Any and all authority previously granted by the Board of Aldermen to OHND designating it to act on behalf of the city as the Urban Homesteading Agency pursuant to Conn. Gen. Stat. §§ 8-l69q et seq., is hereby terminated upon the effective date of this section, and the authority is hereby transferred to the Waterbury Development Agency (the "WDA") along with any and all right, title and interest which the OHND may have in and to any contracts and/or property, real or personal, tangible or intangible, and shall further succeed to any and all liabilities which the OHND may possess, known or unknown, actual or contingent, relative to its role as the city's Urban Homesteading Agency.
   (C)   Waterbury Development Agency (WDA).
      (1)   Any and all authority previously granted by the Board of Aldermen to the Waterbury Development Agency or its Executive Director authorizing it and/or him to administer, supervise, implement and/or control the city's Enterprise Zone pursuant to Conn. Gen. Stat. §§ 32-70 et seq. and City Code §§ 152.02 et seq. is hereby terminated upon the effective date of this section.
      (2)   The WDC shall succeed to any and all right, title and interest, which the WDA may have in and to any contracts and/or property, real or personal, tangible or intangible, and shall further succeed to any and all liabilities which the WDA may possess, known or unknown, actual or contingent, relative to the WDA's administration, supervision, implementation and/or control of the city's Enterprise Zone.
