§ 31.252 WALNUT-ORANGE-WALSH NEIGHBORHOOD REVITALIZATION ZONE.
   (A)   Purpose. In accordance with the general statutes, the city is desirous of establishing neighborhood revitalization zones for the development by neighborhood groups of a collaborative process for federal, state and local governments to revitalize neighborhoods where there is a significant number of deteriorated property and property that has been foreclosed, is abandoned, blighted or is substandard or poses a hazard to public safety.
   (B)   Creation. There is created, in accordance with the general statutes, the Walnut-Orange-Walsh Neighborhood Revitalization Zone Committee of the Walnut-Orange-Walsh Neighborhood.
   (C)   Composition; membership.
      (1)   The membership of the Committee shall comply with the requirements of the general statutes and the bylaws of the Walnut-Orange-Walsh Revitalization Zone Committee as originally adopted, and as hereafter may be properly amended.
      (2)   The following shall be members in accordance with the bylaws of the Committee:
         (a)   The chairpersons and co-chairpersons of each issue group, chosen pursuant to Article VI of the Committee's bylaws;
         (b)   A municipal official appointed by the Mayor to serve as a voting member; and
         (c)   The remaining members shall be chosen by the Neighborhood Revitalization Zone Committee pursuant to divisions (C)(3), (4) and (5) of this section, after which the Neighborhood Revitalization Zone Committee shall have no less that ten and no more than 40 members.
      (3)   The membership shall reflect the composition of the Walnut-Orange-Walsh neighborhood and shall include, but not be limited to, tenants, property owners, communications organizations and representatives of businesses located in the neighborhood. A majority of the members shall be residents of the neighborhood.
      (4)   Subject to the provisions of division (C)(2) above, the Neighborhood Revitalization Zone Committee may add members or replace any members who have resigned or been removed, so long as the membership continues in conformity herewith. If some constituencies within the neighborhood are initially inadequately represented on the Committee, the Committee shall make affirmative efforts to recruit them onto the Committee.
      (5)   Committee members shall serve until the first Neighborhood Revitalization Zone Committee meeting of each calendar year. At such meeting, the Committee shall choose members for another one-year term. Committee members may be re-elected to additional terms on the Committee.
   (D)   Powers and duties. The Committee shall exercise, in accordance with the general statutes, all of the powers and duties conferred on such Neighborhood Revitalization Committee.
   (E)   Annual report. The Committee shall submit a report on implementation of the Strategic Plan to the Mayor and the Board of Aldermen and the Secretary of the Office of Policy and Management at intervals of six months in the first year after adoption of this section and annually thereafter.
