§ 153.37 ADMINISTRATION BY BUILDING OFFICIAL.
   (A)   Permit review. The Building Official is hereby appointed to administer this chapter by granting or denying development permit applications in accordance with its provisions. One copy of each approved development permit application, the approval noted thereon, shall be filed with the Building Official and one copy shall be provided to the applicant. No building permit or zoning approval shall be issued which is not in conformance with the approved development permit. The Building Official shall also review all development permits to determine that all necessary permits have been obtained from those federal, state and local governmental agencies from which prior approval is required. The Building Official shall review all permit applications to determine whether the proposed development and building sites will be reasonably safe from flooding.
   (B)   Information to be obtained and maintained. The Building Official shall obtain and maintain a record of the actual elevation of the lowest floor, including basement, of all new or substantially improved structures. The Building Official shall also verify and record the actual elevation and flood-proofing certifications for all new or substantially improved flood-proofed structures.
   (C)   Data obtained. The Building Official shall obtain, review and reasonably utilize any base flood elevation and floodway data available from a federal, state or other source, as criteria for requiring that new construction, substantial improvements or other development in Zone A which meet standards set forth by the Federal Emergency Management Agency, § 60.3(c)(2), (3), (5), (6) and (d)(3) as amended August 25, 1986.
   (D)   Alteration of watercourses. The Building Official shall notify adjacent municipalities and the Water Resources Unit of the Connecticut Department of Environmental Protection prior to any alteration or relocation of a watercourse, and submit evidence of the notification to the Federal Insurance Administration. The Building Official shall require that the carrying capacity of the altered watercourse is maintained.
   (E)   Interpretation of flood hazard boundaries. The Building Official shall make interpretations where needed as to the exact location of the boundaries of the area of special flood hazard when, for example, there appears to be a conflict between a mapped boundary and actual field conditions.
