The purposes of this chapter are to safeguard persons and property and promote the welfare of the public; to establish the office of Electrical Inspector and prescribe his duties, rights and authority; to establish standards for electrical equipment and its installation, and require conformity therewith; to make it unlawful to undertake the installation of electrical equipment without a permit therefor, except as otherwise provided; and to provide penalties for the violation of this chapter.
