No gas appliance shall be installed or used in the city which does not comply with reasonable standards of safety to persons and property. A gas appliance shall be deemed to comply with such standards only if it complies with standards of construction and performance determined by a nationally recognized testing agency adequately equipped and competent to perform the services. A nationally recognized testing agency shall be deemed to be one which maintains a program of national inspection of production models of all approved types of gas appliances at least once each year on the manufacturer's premises, such as The American Gas Association Testing Laboratories or any other nationally recognized testing agency, as herein defined. The attachment of a seal of approval of such an agency to any gas appliance shall conclusively establish that the appliance complies with reasonable standards of safety to persons and property.
