(A) Any person who does not obtain a permit issued by the Department of Inspections for building, plumbing, heating, air conditioning, electrical, sheet metal work or otherwise required under this subchapter shall be subject to a fine to be paid to the Building Official.
(B) (1) Where a permit is revoked, abandoned or discontinued, the volume of work actually completed shall be computed by the Building Official and any excess fee for the incomplete work shall be returned to the permit holder.
(2) Where no work has begun, the entire fee less 10% shall be returned to the permit holder.
(3) Refund of the fees shall be subject to approval by the Board of Aldermen.
