The Housing Office is authorized to engage in services related to the conservation and production of housing, including, but not limited to, the following:
(A) Planning, financing, technical assistance and other assistance in site assembly to promote the development of single-family, multi-family and elderly housing in the city;
(B) Rehabilitation financing and technical assistance services to promote conservation of the city's neighborhoods, housing stock and neighborhood commercial districts;
(C) Planning, technical and financial assistance, training and information services to build the capacity of neighborhood organizations to participate in neighborhood revitalization activities; and
(D) Technical assistance and training programs to increase the effectiveness of housing management.
