§ 122.20 PERMITS.
   (A)   No person shall maintain or operate any barbershop or hairdressing and/or cosmetology shop/salon without obtaining a valid permit issued by the City Director of Health. Only persons who comply with this chapter shall obtain the permit.
   (B)   Every barbershop, hairdressing and/or cosmetology salon shall comply with local Planning and Zoning, Building, Health, Fire and any other applicable codes, before the permit shall issue.
   (C)   Application for permit shall be made on forms furnished by the Director of Health. All permit issuance decisions will be made by the Director of Health. All permits shall be valid for one year from the date of issuance and renewable for an additional year from the date of renewal/issuance.
   (D)   Permits shall be obtained by all barbershops, hairdressing and/or cosmetology shops/salons, before the establishments may begin to conduct business within the city. Those establishments in existence prior to the enactment of this chapter shall have 90 days to comply with the permit requirements set forth herein.
   (E)   Every applicant for a permit to operate a barbershop, hairdressing or cosmetology salon/shop shall pay an application fee. The fee for the permit shall be set forth in the schedule of fees and charges attached to the annual budget for the city, pursuant to § 41.11 of this code of ordinances.
   (F)   No permit shall be issued or renewed until a complete application has been submitted, fee(s) paid and the establishment meets all requirements set forth in this chapter as well as all other state and local regulations.
   (G)   Permits shall be valid until the expiration date listed on the face of the permit, or until the facility changes owners, closes or goes out of business. Permits shall also be invalidated at the discretion of the Director of Health, who may suspend or revoke the permit.
   (H)   Permits are non-transferable from person to person and from location to location.
   (I)   All permits shall be displayed in a prominent location where patrons may readily and easily observe them.
   (J)   A temporary permit may be issued by the Director of Health, to a barbershop, hairdressing and/or cosmetology salon/shop, at the Director's discretion, for a period not to exceed 14 days.
