The Superintendent of Police or the Health Director, or their designee, shall, from time to time, make an inspection of each massage establishment in the city for purposes of determining that the provisions of this chapter are complied with. The inspections shall be at a reasonable time, and completed in a reasonable manner. No person shall fail to allow access to the premises for purpose of inspection or hinder the inspection in any manner.
