§ 117.03 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   EMPLOYEE. Any and all persons other than the masseurs and masseuses who render any service in a massage establishment, but have no physical contact with customers or clients.
   HEALTH DIRECTOR. The Director of Health in the City of Waterbury.
   MASSAGE. Any method of pressure on, friction against or stroking, kneading, rubbing, pounding, vibrating or stimulating of the external soft parts of the body with the hands or with the aid of any mechanical or electrical apparatus or appliance with or without any such supplementary aids, such as: rubbing alcohol, liniments, antiseptics, oils, powder, creams, lotions, ointment or other similar preparations commonly used in this practice.
   MASSAGE ESTABLISHMENT. Any establishment by whatever name called, where any person engages in or carries on or permits to be engaged in or carried on, any of the activities of massage, as defined in this section, for profit.
   MASSEUR. A male who engages in the practice of massage for any consideration whatsoever.
   MASSEUSE. A female who engages in the practice of massage for any consideration whatsoever.
   OUTCALL MASSAGE SERVICE. Any business, the function of which is to engage in or carry on massage at a location designated by the customer or patron rather than at a massage establishment.
   RECOGNIZED SCHOOL. Any school or institution that is recognized by the State Department of Education or the State Commission on Higher Education, which has for its purpose the teaching of the theory and practice, the method, profession or work of massage including anatomy, physiology, hygiene and professional ethics. The school must require a resident course of study not less than 270 hours to be given not more than three calendar months before the student shall be furnished with a diploma or certificate of graduation from the school or institution of learning of successful completion of the course.
   SUPERINTENDENT OF POLICE. The Superintendent of the Waterbury Police Department in the City of Waterbury.
