(A) The Board of Public Works has authority to promulgate rules, regulations and/or specifications by which the city can regulate the terms and manner of the opening and excavating of streets, as well as storm drain and sewer connections.
(B) The rules and regulations would be established by the Board of Public Works, subject to approval by the Board of Aldermen and would be based on standard trade practice.
