§ 99.70 LICENSE REQUIRED TO MAKE CONNECTIONS.
   The Board of Public Works shall issue licenses to persons as may be deemed competent by that Board to make all necessary connections with gas mains, water mains, steam supply pipes, public sewers or for any other lawful purpose.
