§ 98.11 BOISTEROUS, ABUSIVE SPEECH OR BEHAVIOR.
   No threatening, abusive, boisterous, insulting or indecent language or gesture shall be used in any of the parks, nor shall any oration, harangue or other public demonstration be made, unless by special authority of the Board of Park Commissioners.
