§ 98.02 DEFINITIONS.
   When not inconsistent with the context words used in the present tense include the future, words in the plural number include the singular number, words in the single number include the plural number, and words in the masculine gender are intended to also include the feminine gender. The word "shall" is always mandatory and not merely directory. For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ALCOHOLIC LIQUOR. Defined in accordance with Conn. Gen. Stat. § 30-1(3), as in effect on April 1, 1977.
   BOARD. The Board of Park Commissioners as set forth in § 6C-3 of the Charter.
   CITY. The City of Waterbury.
   DIRECTOR. The Director of Parks and Recreation of the City of Waterbury or his authorized designee.
   PARK. Any park, playground, recreation center or any other area in the city owned or used by the city and devoted to active or passive recreation. PARK shall not include any through-city street that crosses a park.
   PERSON. Any person, firm, partnership, association, corporation, company or organization of any kind.
   VEHICLE.
      (1)   Any and all wheeled conveyance, whether motor, animal-drawn or self-propelled. The term shall also include motorized snow vehicles and mechanized sleds.
      (2)   Exception is made for baby carriages and vehicles in the service of the city parks.
