The purpose of this subchapter is to prohibit smoking of pipes, cigarettes, cigars and the use of other tobacco products in or on any public right-of-way, public street or public sidewalk within the area defined in § 96.161 below as being a smoke-free zone in order to provide protection from the effects of exposure to secondhand smoke.
