§ 96.122 THROWING GARBAGE IN STREET; SPILLED GARBAGE TO BE CLEANED UP.
   (A)   No person shall deposit any garbage, refuse or offensive liquid in any public highway, road, street, avenue, yard or alley within the city.

   (B)   If in the process of removal any person shall spill or cause or allow to fall upon any highway, footway, pavement or carriage way, within the city, any garbage or solid or liquid refuse, he shall remove the same from the place whereon the same may have slopped or spilled, or may have fallen, and shall immediately thereafter thoroughly sweep or otherwise thoroughly cleanse the place.
