§ 96.120 NUISANCES.
   (A)   Any pool, ditch, gutter, water course, privy, urinal, cesspool, drain, puddle, wastewater or ash pit on any lot of land within the city near any inhabited dwelling house or any public highway so foul or in such state as to cause the air in such public highway or in such dwelling house, by reason of offensive or noxious odors emitted therefrom, to be corrupted, offensive to the senses or injurious to the public health is declared to be a public nuisance and any person who shall create or maintain or aid in the creation or maintenance of any such nuisance shall be punished in the manner hereinafter prescribed.

   (B)   Any accumulation of sewage, waste or stagnant water in or upon any lot of land, gutter, public street or highway, alley or other public or private place, within the city which shall render the air noxious or offensive to persons in the neighborhood or which shall be injurious to the public health, shall be deemed to be and is hereby declared to be a nuisance.

   (C)   Any animal or fowl kept in any lot or other private place near any inhabited dwelling house or public highway, within the city in such manner that noxious or offensive odors are created and sent forth, from the lot or private place rendering the air near the same offensive to the senses or injurious to the public health, shall be deemed and is hereby declared to be a nuisance.

   (D)   Any accumulation or deposit of offal or of any decaying animal or vegetable substance in or upon any lot of land or premises near any inhabited dwelling house or any public street or highway, alley or other public place within the city, which shall cause the air in such dwelling house, or in such public street, highway, alley or other public place to become and to be noxious or offensive to persons in the neighborhood or injurious to public health, shall be deemed and is hereby declared to be a nuisance. Every person creating or causing any such accumulation or deposit, or in any way contributing thereto, and the owner or occupier of the lot shall be punished in the manner hereinafter prescribed.
