All restaurants and their kitchens shall be kept clean and sanitary at all times. Precautions shall be taken to prevent nuisances from the dissemination of odors from keeping or handling garbage. All odors and smoke from cooking shall be disposed of if necessary by air shafts, fans, forced air or other modern and approved methods.
