§ 31.007 WATERBURY DEVELOPMENT AGENCY.
   In accordance with the provisions of § 6D-1 of the Charter of the city, there shall be a Waterbury Development Agency.
   (A)   Membership. The Waterbury Development Agency shall consist of five members, no more than three of whom shall be members of the same political party. Each person appointed shall serve at the pleasure of the Mayor.
   (B)   Appointments; term of office. No later than July 1, 2004, the Mayor shall appoint one member whose term shall expire on December 31, 2004, one member whose term shall expire on December 31, 2005, one member whose term shall expire on December 31, 2006, one member whose term shall expire on December 31, 2007 and one member whose term shall expire on December 31, 2008. At the expiration of their respective terms, their successors shall be appointed for a term of five years. The Aldermanic members shall be appointed as set forth above.
   (C)   No compensation. Members shall serve without compensation, but may be reimbursed for any necessary expenses incurred in the performance of their official duties within the limitations of appropriations.
   (D)   Organization of the Development Agency. During July 2004, and January of each year thereafter, the Agency shall select from among its members a chair, vice-chair, and such other officers as it may desire.
      (1)   Secretary and record keeping. The Commission shall appoint a secretary to be responsible for all correspondence and record keeping. The Secretary shall forward copies of all goings on of the Commission to the City Clerk.
      (2)   Meeting schedule. The Agency shall meet on the third Thursday of the month at 7:00 p.m.
      (3)   Authority and actions of members. No member shall have any authority to act on behalf of the Agency except pursuant to an order regularly made at a meeting of the Agency.
      (4)   Quorum and voting requirements. Three members shall constitute a quorum and a concurrent vote of no fewer than three members shall be necessary for the transaction of business.
      (5)   Public meetings and public participation. All meetings, except executive sessions, as defined in the Connecticut Freedom of Information Act or any successor thereto, shall be public. At the start of each regularly scheduled public meeting the Agency shall allot a minimum of 15 minutes for public speaking, with a minimum of three minutes per speaker.
      (6)   Bylaws. The Agency shall have the power to adopt its own bylaws for the conduct of its business in accordance with the foregoing.
   (E)   Powers and duties. The Agency is designated:
      (1)   The economic development commission for the city, and as such shall possess, utilize and discharge all powers and duties granted unto it in accordance with the general statutes; and
      (2)   The redevelopment agency of the city in accordance with the general statutes pursuant to, as amended from time to time, and as such shall possess, utilize and discharge all powers and duties granted unto it, pursuant to the general statutes.
   (F)   Successor in interest. The Waterbury Development Agency, as reconstituted by this chapter:
      (1)   Shall replace the previously constituted WDA;
      (2)   Shall succeed to any and all right, title and interest, which the previously constituted WDA may have in and to any contracts and/or property, real or personal, tangible or intangible; and
      (3)   Shall further succeed to any and all liabilities which the previously constituted WDA may possess, known or unknown, actual or contingent, relative to the administration, supervision, implementation and/or control of the city's Enterprise Zone.
