§ 70.55 PENALTIES FOR VIOLATING PARKING REGULATIONS.
   (A)   (1)   Penalties shall be levied as follows against the registered owners of motor vehicles found in violation of parking regulations:
         (a)   Group I: The penalty for violation of Group I shall be as set forth in the schedule of fines, charges, penalties and rewards attached to the annual budget of the city, pursuant to § 41.11 of this code:
            1.   Overtime parking;
            2.   Occupying more than one space;
            3.   Parking more than 12 inches from curb; and
            4.   Parking on wrong side of road.
         (b)   Group II: The penalty for violation of Group II shall be as set forth in the schedule of fines, charges, penalties and rewards attached to the annual budget of the city, pursuant to § 41.11 of this code:
            1.   Double parking;
            2.   Restricted parking area;
            3.   Obstructing bus stand;
            4.   Within ten feet of fire hydrant;
            5.   Parking within 25 feet of corner;
            6.   Truck parking in residential zone;
            7.   Parking at loading zone;
            8.   Obstructing crosswalk;
            9.   Obstructing mail drops;
            10.   Obstructing view of stop sign; and
            11.   Fire lane.
         (c)   Group III: The penalty for violation of Group III shall be as set forth in the schedule of fines, charges, penalties and rewards attached to the annual budget of the city, pursuant to § 41.11 of this code:
            1.   Handicapped parking; and
            2.   Parking during a snow emergency.
      (2)   If voluntary appearance and payment are made within the specified period of 14-calendar days at the Office of the Tax Collector of the city, or if payment is made by use of the postal system within that period, acceptance of the payment by the city shall constitute waiver of the right to further prosecution for each violation.
      (3)   Any person wishing to contest a violation of this section may request and file an application for appeal as allowed under § 70.63 of this code, at the Office of the Tax Collector or the Police Department of the city, during the hours of 9:00 a.m. to 4:30 p.m., Monday through Friday, within 14 calendar days of the time indicated on the notice of violation of parking regulation.
      (4)   Nothing in this section shall prevent the city from prosecuting and levying fines up to the maximum provided in state statutes for violation of traffic regulations or pursuing lawful civil remedies whenever the requirements of this section are not fully complied with.
   (B)   In the event the penalties set forth herein are not paid in full within 14 calendar days following the date of the violation, the penalty shall double.
   (C)   On or about May 1 of each year, the Finance Director shall provide the Board of Aldermen with a complete list of those persons owing parking penalties to the city.
