In the event any work is done next to a parking meter so that the parking meter is inoperative for the parking of a motor vehicle at that space reserved for parking, then the person who is doing the work shall purchase from the Parking Meter Department a cover at the cost set forth in the schedule of fees, charges, penalties and rewards attached to the annual budget of the city, pursuant to § 41.11 of this code. The charge set forth in the annual budget shall be for each cover for each day the meter is covered while the work progresses and the covers shall be removed immediately at the completion of the work.
