§ 52.21 UNLAWFUL OPENING OF HYDRANTS; WASTING WATER.

No person shall open any fire hydrant except for some use by the Fire Department and under the direction of some proper officer of the Fire Department, or by special permission of the Board of Public Works or Superintendent of Water. No person shall wilfully and maliciously leave the water of any public hydrant running to waste.
