The disposal fee for the septage, generated within the city shall be exempted from the current disposal fee at the water pollution control plant subject to the following conditions:
(A) Each homeowner shall be allowed to dump once a year maximum, not to exceed 1,500 gallons.
(B) All homeowners and haulers shall fill out the attached form and submit same to the plant in order to verify the source.
(C) Violators of this exception shall be charged twice as much as the posted dumping fee (i.e., $100/1,000 gal.).
