No public official, employee or member of a board or commission shall request or permit himself or others the use of city-owned or leased vehicles, equipment, materials or property for personal use, business or profit, except when the services are available to the public generally or permitted by agreement of the city and are provided in conformance with established city policies for the use of the public official, employee or member of a board or commission in the conduct of city business.
