§ 38.247 REGULATIONS AND POLICIES SHALL NOT CHANGE EXISTING CONTRACT RIGHTS.
   No regulation or policy shall change any commitment, right or obligation of the city or of a contractor under a contract or purchase order in existence on the effective date of the regulation or policy.
